The history of The American Legion, Department of France was compiled by Past NEC James E. Zulick, Paris Post #1 Paris, France, Past NEC Merwyn "Mike" Beavers, Harry S. Truman Post #2 Frankfurt/m Germany/Rhein Main Post #5 Waldorf-Hessen, Germany, Past NVC Doug Haggan, Rhein Main Post #5 Waldorf-Hessen, Germany, and Alt NEC James Settle Omar Bradley Post #42 Schweinfurt, Germany.
 
Correspondence dated 30 September 1919 and October 1919 between Mr. Reynolds, the Managing Editor of the Chicago Tribune, and Mr. Henry D. Lindsley, Chairman of the National Executive Committee of the American Legion, was some of the first writings regarding the organization of the American Legion in France. This correspondence designated LTC. Francis E. Drake as the organizer.
On 9 November 1919 LTC. Francis E. Drake was accredited as the Commander of The Department of France by the National Headquarters of the American Legion.

LTC. Drake remained Commander of the Department of France from 1919 till 1921, with Norman B. Coster as the Department Adjutant. The Department status at this time was that of Accredited Only.
The actual approval of the Department of France occurred at the National Executive Committee meeting held on 7 February 1921 in Washington D.C; but considerable discussions were held on chartering American Legion Departments and Posts in foreign countries. Since the fact that the idea of the American Legion itself was born in Paris, France, it was decided to charter American Legion Departments and Posts in foreign countries and the Department of France was created with Posts in Belgium, France, Germany, Poland, and Turkey.

At the American Legion National Convention held in Kansas City, Missouri from 31 October 1921 till 2 November 1921, it was decided to assemble the Posts in Europe under a new title The Department of Continental Europe. At this time there were six Posts: Paris Post # 1, Paris, France; Brussels Post # 2, Brussels, Belgium; Amaroc Post # 3, Cologne, W. Germany; Warsaw Post # 4, Warsaw, Poland; Constantinople Post# 5, Constantinople, Turkey; and Garden of Eden Post # 6.

At the National Executive Committee held on 14 October 1923, in San Francisco, California. Paris Post#1 submitted a resolution to the National Executive Committee requesting that the Department of France be reconstituted because many of the Post that made up the Department of Continental Europe had ceased to exist and that Paris Post # 1 was the only Post remaining. It was decided by the National Executive Committee to approve the Reestablishment of the Department of France.

The present Department of France Charter was conferred on 12 February 1924 with the geographical area covering Belgium, Denmark, France, Germany, Spain and Sweden.

At The Department of France Convention held on 22 - 25 June 1991, in Bitburg, Germany; the delegates voted and approved the Eiffel Tower as the symbol of the Department of France.

Today the official Department Headquarters is found at the Hotel De Vile in St. Avold, France, with other offices located in Heidelberg, Germany. The Department is responsible for the Posts located in the following countries of Europe: Belgium, Denmark, England, France, Germany, Greece, Holland, Ireland, Italy, Portugal and Spain.

The Department of France at the beginning of this time period was a TRIAD, that is, it had three levels of authority (Department, Districts, Posts). The Department had a Commander, Vice Commander at Large, Two Vice-Commanders for the district of France, Two Vice-Commanders for the District of Germany and other elected and appointed officials. The Districts and Posts had similar elected and appointed officials.

The National Convention is held from the last week in August to the first week in September. The Department convention is held during the middle of June each year. All elected and appointed officials are elected for a term of one year with the exception of the National Executive Committeeman and alternate who are elected for the term of two years on even years. Their terms start when the new National Commander is elected at the National Convention. This is dictated by the National Organization.

The Department official office originally was located in a building named the Pershing Hall, located at 49 Rue Pierre Charron, Paris, France. The
U.S. Government owns the building and the American Legion was given authority to manage the building.

At The American Legion, Department of France Convention, in Paris, France on July 17th 1922 a resolution was presented to those assembled at the convention requesting the The American Legion National Headquarters rename from the "The Department of Continential Europe" to "The Department of France". The reason for renaming was do to the fact that all of the orginal Posts except for the Posts in France had closed.

From June 1940 to February 1946 The American Legion Department of France was a Department in Exile in New York City, New York and Washington, D.C. all officers elected in June 1940 were held in place until the Department of France Convention in Paris, France in June 1946. While in Excile the Department held regular gathering both in New York and Washington, D.C. but no official meetings or conventions were held during the Excile years.

February 1946 Pershing Hall is reopened however under the new name of "American Legion Pershing Hall Service Club" the U.S. Army is using a major part of the building as a recreation center and canteen.

At the convention in Munich a resolution was passed to do away with the Districts of France and Germany. An amendment to the constitution was passed to have eight Vice Commanders in lieu of District Commanders. At the convention in Berchtesgaden, a resolution was passed to accept a new constitution and do away with the eight Vice Commanders and have five Vice Commanders. This is the constitution, which we operate under today. It has been amended several times since. The Department had an all time high in membership of 7900 plus in the year of 1980

Alt NEC Michael Verville resigned his position as Alt NEC so he could run for Department of France Commander. Ray Harrison was elected Alt NEC to fill the the office left vacant by the resignation of Alt NEC Verville.
 
Due to the unexpected PSC move of Department of France Commander Michael Verville back to the United States in August of 1998 a Special Department Executive Committee Meeting was held at Harry S. Truman Post #2 Frankfurt, Germany to ratify the appointed of Edward Drayton Paris Post #1 as Department of France Commander and Doug Haggan was to elected as the new Vice Commander at Large to fill the position left vacant by the move of Edward Drayton to Department Commander.
